As of 2019, Alaska is fielding a 168-vessel program that allows fixed gear groundfish and halibut vessels (longline and pot) that are subject to partial observer coverage to opt into an alternative camera-based electronic monitoring program. This fixed gear program took four years to develop, and is different from many logbook compliance-based EM programs in that the EM video review data provides direct information about catch composition and number of discards, which is then used real time in catch accounting and in-season fishery management.
The North Pacific Fishery Management Council is currently working with NMFS, other agencies, and industry stakeholders to develop a compliance-based program for the pollock trawl fisheries in the Bering Sea and Gulf of Alaska. Field testing for this program is underway in 2019, and the Council is looking to develop an analysis to support implementing regulations within the next 1-2 years.
