Biography

Brad is the Northeast Branch Chief of the Highly Migratory Species (HMS) Management Division at NMFS's Office of Sustainable Fisheries. He and his team are responsible for the development and implementation of the Electronic Monitoring program for the Atlantic HMS Pelagic Longline fleet. They established a highly innovative design of individual bycatch quotas, performance-based management measures, and electronic monitoring to create individual incentives for fishermen to reduce bycatch of bluefin tuna while supporting sustainable fishing for other pelagic species.
